Abshir Omar Jama (Huruse) (Somali: Abshir Cumar Jaamac (Huruuse), Arabic: أبشير عمر جمعة هرس) is a Somali politician and the current Minister of Foreign Affairs of Somalia[2] since 2 August 2022.[3]
Early life and education
Huruse was born in Garowe and graduated high school and bachelor in Somalia, He studied at University of York and focused on reconstruction and development in conflict-affected countries for his master's degree.[4]
Political career
Huruse for the majority of his life was a businessman, only entering politics sometime in the 2010s.[1] The first time Huruse entered the political stage was on 19 July 2020, when he was elected to become the Secretary General of the Puntland political organization Mideeye.[1][5]
Minister of Foreign Affairs
On 2 August 2022, Prime Minister Hamza Abdi Barre appointed Huruse as the next Minister of Foreign Affairs and International Cooperation in part of a wider cabinet reshuffle he organized when taking office.[6] On 13 August 2022, Huruse was officially sworn into the position along with his deputy Isaak Mohamud Mursal at a ceremony with PM Barre and the new State Minister for Foreign Affairs Ali Mohamed Omar in attendance.[7]
During his time as Foreign Minister, Huruse has argued repeatedly before the international community and the United Nations to repeal the arms embargo, which has been in effect on the nation, sometime in 2023.[8][9][10] Huruse has stated that the action is crucial to achieve victory in the fight against the militant group Al-Shabaab in the nation.[11] Huruse has also argued for the inclusion of a Somali seat in the UN Security Council in the June 2024 elections.[8][9][10]
Huruse also helped to organize the opening of the country to international companies– beginning with a "major" oil agreement with Coastline Exploration Ltd. on 21 October 2022.[12]
On 18 December 2023 Huruse resigned his post as Minister of Foreign Affairs to run for President of the Puntland.[13][14]
Diplomacy during 2022
Since beginning serving as Minister of Foreign Affairs to the end of the year, Huruse conducted multiple meetings and talks with representatives of Somalia's allies; including Algeria on 5 October,[15] the Arab League on 7 September[16] and 29 October,[17] Bangladesh on 12 October,[18] Belgium on 12 October,[18] China on 10 September[19] and 7 December,[20][21] Denmark on 12 October,[18] Djibouti on 16 August,[22] Eritrea on 12 November,[23] Ethiopia on 16 August,[24] 28 September,[25] and 6 October,[26] the European Union on 10 September,[27] Germany on 12 October,[18] Ireland on 19 November,[8] Italy on 10 September,[28] Jordan on 31 October,[29] Kenya on 17 August[30] and 14 September,[31] Kuwait on 7 September[32] and 31 October,[33] Libya on 19 October,[34] Norway on 3 December,[35] Qatar on 22 August[36] and 22 November,[37] Serbia on 18 November,[38] Slovenia on 7 September,[39] South Africa on 12 October,[18] Sudan on 4 October[40] and 13 November,[41] Sweden on 19 October,[42] Turkey on 19 August[43] and 12 October,[44] the United Arab Emirates on 13 November[45] and 26 November,[46] the United Kingdom on 18 August,[47] the United Nations on 18 August[48][49] and 19 October,[50] the United States on 15 December,[51] Uganda on 9 August,[52][53] and conducted a consultation meeting with the Prime Minister in Puntland.[54]
Huruse, as a representative of Somalia, attended the Seventy-seventh session of the United Nations General Assembly in New York City.[55][56] During the generate debate which primarily took place from 20 to 26 September 2022, Huruse held his first meetings with fellow representatives from the nations of Azerbaijan,[57] Finland,[58] Ireland,[59] Libya,[60] Morocco,[61][62] Norway,[63] Romania,[64] Saudi Arabia,[65] Sri Lanka,[66] and Sudan.[67] Huruse also held his second meetings Ethiopia[68] with China.[69] Most notably to come out of the event, Huruse's talks with Moroccan Foreign Minister Nasser Bourita led to an agreement between the two which approved the opening of a Somali "embassy in Rabat and a consulate general in Dakhla," according to Huruse.[61][62]

Hursue most notably in this year was part of the delegation which reopened diplomatic relations with Cuba, which Somalia had not had since ties were ended in 1977.[73] Huruse commented afterwards that he "welcome[d] the resumption of diplomatic relations" in a Twitter post the day of the announcement.[73] Huruse was also officially opened a conference of verification between Somalia and the East African Community (EAC) to assess the nation's ability to become a member of the EAC sometime in the future on 25 January.[99][100]
