Plot

Scooby-Doo and the gang travel to Camp Little Moose, Fred's old summer camp, to serve as camp counselors for the summer. However, on arrival, they find the camp empty, except for Burt, the head counselor, and the local forest ranger, John Knudsen. They learn that one of the camp's old legends, the Woodsman, has seemingly come to life and scared the kids away. Burt is about to listen to Knudsen's advice to close the camp when three kids, Luke, Trudy, and Deacon, arrive. Fred convinces Burt to keep the camp open while the gang figure out what is going on. That night, the camp attacked by the Woodsman, who orders everyone to leave.

The next day, everyone decides to spend the day at Big Moose Lake, home of the rival Camp Big Moose. While enjoying their time at the lake, they are attacked by the Fish Man, another urban legend that has also come to life. During the chase, Scooby discovers a building at the bottom of the lake.

That night, Jessica, Camp Big Moose's head counselor, asks the gang if Camp Little Moose is pulling a prank on Camp Big Moose, explaining that an RV and some sonar equipment is missing from their camp. Velma uses the RV's tracking device to locate it in Shadow Canyon, where the Spectre, another camp legend, is said to reside. Fred, Daphne, Jessica, and Luke investigate the building under Big Moose Lake while the others head to Shadow Canyon. Fred’s group find a whole town under the lake, as well as some dynamite hidden in a cavern, while Velma and company find the missing RV and sonar equipment, discovering that the sonar equipment is being used to scan the lake before being chased away by the Spectre.

Upon returning to Camp Little Moose, Deacon states that he has had enough and leaves for Camp Big Moose with Jessica. Asking a local shop owner about the underwater town, the gang learns that it was once a mining town called Moose Creek that was evacuated to create the dam and Big Moose Lake. More importantly, the treasure of a notorious gangster named Ricky LaRue is said to still be buried there. Before his death, LaRue had told his cellmate, Babyface Boretti, that when the sun hits the town steeple on the Summer Solstice, the location of the treasure would be revealed. The gang reasons that the dynamite will be used to destroy the dam and reveal Moose Creek for the monsters to find the treasure, but doing so would flood Camp Little Moose. The gang returns to the camp to find that the Woodsman has laid waste to it, but Burt, Luke, and Trudy are safe. The gang realizes that if the Woodsman found the camp unoccupied, he would be free to destroy the dam. The dam is then blown up, and everyone escapes the resulting flash flood.

The gang heads to the now exposed Moose Creek, where they find Jessica, who explains that she was following Deacon. They are then attacked by the Woodsman, who chases after Fred, Jessica, and Luke. The others are found by Deacon, who, after locking them up, reveals that he is actually Boretti. The Woodsman chases Fred and the others up a bell tower, but he disappears after they knock him out the window. The Fish Man then appears, but Scooby knocks it through a wall with a Mystery Machine. They unmask it, and it turns out to be John Knudsen, who posed as all three monsters. The gang also captures Boretti, who tries to escape with the treasure. Velma explains that Boretti and Knudsen teamed up to find the treasure, using the stolen sonar equipment to search for the town under the lake while utilizing the monster disguises to scare away the campers and anyone near the lake. When the gang unexpectedly arrived, Boretti posed as Deacon to try and convince them to leave.

Boretti and Knudsen are arrested while Burt and Jessica merge their camps to form Camp Little Big Moose at Moose Creek, and the gang serves the remainder of the summer as camp counselors. A post-credits scene reveals that the Spectre that had previously chased Velma's group in Shadow Canyon is actually real.
